Pakistan extends refugee status for Afghans

ISLAMABAD (AP) ? The United Nations says Pakistan has extended refugee status for over a million Afghans living in the country. It was set to expire June 30.

The U.N.'s refugee agency said Friday Pakistan agreed to extend their status while it comes up with a new policy.

Pakistan has been hosting Afghan refugees dating back to the Soviet invasion of Afghanistan three decades ago. There are 1.6 million in Pakistan. Many Pakistanis have become frustrated with the length of time the Afghans have stayed and want them to leave.

Pakistan has said it will not forcibly evict Afghans. However, revoking their refugee status would encourage people to return to Afghanistan.

Refugee status allows Afghans to get a government ID card that they use for everyday activities like banking or registering for school.

Good Reads: From algorithms, to Roman walls, to the new liberals and conservatives

ALGORITHMS ALL-POWERFUL?

In spite of appearances ? from the US National Security Agency searching American phone records for patterns to Google counting keywords in e-mails to decide which ads to display ? the algorithm may not conquer all.

This is the conclusion that science reporter Tom Whipple comes around to in his article ?Slaves to the Algorithm? in the magazine Intelligent Life, a sister publication of The Economist. An algorithm is how so-called big data is crunched into something meaningful. ?If p, then q? is an algorithm, but in the age of fast computers, the ?p? can include billions of data points.

Mr. Whipple explores the work of a company, Epagogix, that forecasts the earning power of proposed movies for Hollywood studios, based on thousands of factors punched into its software. It seems to work. And has uncovered some fun facts. One is that so-called bankable movie stars are almost nonexistent. Only three actors, Epagogix has found, actually bring a positive return on investment ? Will Smith, Brad Pitt, and Johnny Depp.

But human judgment has hardly left the picture. The head of Epagogix notes that his program assumes that everything about the movie is done well ? that the dialogue is credible and the actors good (stars or not). And even so, his algorithms can?t discern if the movie is good, only if, done well, a lot of people are likely to pay to see it.

Whipple discusses another facet of algorithms. They are good at finding patterns, sometimes surprising ones, in big numbers. They are not so good at predicting the behavior of individuals. Dating sites, for example, have yet to show any scientific evidence that they can predict who will hit it off with whom.

He notes that Prime Minister Recep Tayyip Erdogan recently grouped Turks into ?black? and ?white,? putting himself among the ?black Turks.?

How do societies break out of cycles of polarization? Mr. Acemoglu consults history and finds several routes, but the most attractive is when a leader musters the vision and courage to make peace across the fault lines and show goodwill to the other side.

?So bottom line: we badly need a Turkish Mandela,? he says.

WHAT THEY REALLY MEAN BY ?CONSERVATIVE?

Meanwhile, Americans may not be quite as polarized as they think they are. A series of three new studies find that young adults who call themselves liberal Democrats are overall not quite as liberal on the issues as they think they are. But young people from the rest of the political spectrum tend to bill themselves as more conservative than they are on the issues. The biggest disparity is among those who regard themselves as most conservative. Not so much, it turns out. When asked their stands on a dozen major issues from welfare to gay rights, they didn?t toe as conservative a line as they thought they did, according to the studies, which were reported first in an academic journal, and brought to us by Tom Jacobs in Pacific Standard magazine. Clearly, conservatism is the more popular brand, even when it?s not an obvious fit.

With US forces finally checking out of Afghanistan and American attention pivoting to East Asia, it?s time for some soul-searching: What?s the Army for?

Terrorists who hole up in the world?s backwaters can best be pursued by special forces teams and armed drones. The Navy can protect the world?s sea lanes and global commerce. Air power can strike awesomely anywhere. But land power ? the job of the Army and Marines ? is inherently less threatening, he argues. ?Land power is the only avenue by which America can enhance regional security and stability, deter Chinese militarism and encourage Chinese commitment to the global status quo.?

Senators protest cuts to wildfire prevention funds

DENVER (AP) ? A bipartisan group of U.S. Senators is urging the Obama administration to focus more on preventing wildfires.

The administration is proposing a 31 percent cut in funding for fire prevention programs one year after record blazes burned 9.3 million acres. The federal government routinely spends so much money fighting increasingly-destructive fires that it uses money meant to be spent on clearing potential fuels like dead trees and underbrush in national forests.

In a letter to the administration, four senators call the habit "nonsensical" and said it just leads to bigger fires. They also strongly object to the proposed budget cut.

The senators who signed the letter are U.S. Senator Ron Wyden (D-Ore), U.S. Senator Mark Udall (D-Colo), U.S. Senator Lisa Murkowski (R-Alaska) and U.S. Senator James Risch (R-Idaho).

The Minx Air 200 is somewhat sober in its design choices if I had to pick one word to describe it. It?s white plastic, with a light gray front grill and metallic rim bordering the front grill. Unlike some of the competition like the Zeppelin, the Minx isn?t trying to draw too much attention to itself. The arc of it adds a little bit of design flare, but mostly this is a speaker that strikes you as subdued, and that?s just fine. The Air 200 isn?t bad looking, it just is. Which sets the stage for it to live or die based on its performance.

You?ll be able to connect to the Minx Air no matter what type of device you?re trying to use as your music source, and the AirPlay connectivity is solid (the protocol seems to have come a long way in terms of stability, which is a bonus for Cambridge, who are relative latecomers to the market). And Ethernet support is a hugely welcome addition if you?re the type that can?t even fathom the idea of an occasional drop-out. It?s probably not going to be much use to most looking for a wireless speaker, but the fact that it?s there at all is excellent.

Preset Internet radio stations is another huge advantage for the Minx Air 200. With the Minx Air app, you can change settings on your device and cycle through 10 preset stations. Minx sets these up automatically, but you can change them within the app. Best of all, you can switch between five presets on the Air 200 itself with hardware buttons, giving you access to Internet radio without any kind of connected device required. That?s a huge advantage versus the competition when it comes to features.

True to its audiophile roots, Cambridge has also included advanced audio signal-boosting technologies, including built-in digital to analog converters (DACs) and AAC decoding, as well as tech designed to maximize the quality of Bluetooth stereo streaming to CD-quality standards.

All those claims of better sound bring us to the money question: Is the?sound?actually better? Yes, yes it is. Put simply, this is the best-sounding AirPlay speaker I?ve reviewed, and the best-sounding Bluetooth one, too. AT $599, it isn?t cheap, but in this case you definitely get what you pay for. Bass performance is impressive, as is max volume, though even Cambridge admits this won?t go as loud as some of the competitors in the interest of preventing any kind of distortion even at the top end, something competitors aren?t necessarily as concerned about.

Cambridge may be trying to move into more mass-market products, but the Minx Air 200 still demonstrates the company?s audiophile roots. Audio clarity is great, even from streamed online sources like Rdio being streamed once again over the local network. The connection doesn?t seem to suffer from excess network traffic, either, and Bluetooth connections are likewise solid (with the usual limits on proximity), and sound quality also shines there. If you?ve been making do with even something as good as an Audyssey Audio Dock Air, you?ve been missing out. And that?s what Cambridge wants to do with the Minx line: Show a generation that hasn?t been particularly focused on audio quality what a difference it can make when someone pays attention to that above all. Mission accomplished.

Bottom Line

This is an excellent choice for an AirPlay/wireless home speaker. A battery would be nice, as there?s a handle for easy enough portability, but in its category, it?s still by far the best choice at the current price, and probably a better option than some of the more expensive ones out there. Cambridge Audio may have waited and let its competitors get a head start in this category, but the wait paid off: The Minx Air 200 is a polished, well-designed piece of audio hardware that confidently tops the?competition.

Amanas, Oxford, Tiffin net interest savings on SRF loans

The Iowa Finance Authority and the Iowa Department of Natural Resources recently announced that three area communities are among the 114 statewide with current State Revolving Fund loans for water quality initiatives will be saving a total of $6.5 million in interest over the life of the loans as a result of the program?s interest rate being reduced from 3 percent to 1.75 percent as of June 1.

The local projects are

? Oxford: $11,000.

? Tiffin: $9,137.

? West Amana/High Amana Sanitary District: $27,750.

The State Revolving Fund is one of Iowa?s primary sources for financing projects designed to improve Iowa?s water quality. Two funds, one for drinking water and one for wastewater and pollution control, have provided low-cost financing worth more than $2 billion to more than 500 Iowa communities as well as to farmers, watershed groups and others for water quality projects. The program is operated jointly through the Iowa Finance Authority and the Iowa Department of Natural Resources.

The State Revolving Fund recently reduced its interest rate on all new 20-year State Revolving Fund loans to 1.75 percent. Due to success of the program, the rate reduction is being extended to all existing loans that are at least 10 years old.

?The Iowa Finance Authority is proud to offer these 114 Iowa communities this significant interest savings, which we?re able to offer due to the recent growth of the program and careful financial management,? said Iowa Finance Authority Executive Director Dave Jamison. ?More than 500 communities have already benefited from the State Revolving Fund?s low-cost financing to upgrade drinking water and wastewater facilities and we?re positioned to assist many more.?

?Iowa?s State Revolving Fund is a win-win for Iowans and Iowa communities of all sizes,? said Iowa Department of Natural Resources Director Chuck Gipp. ?The program offers low-interest loans to help communities affordably build or update water facilities, resulting in lower water and sewer bills for Iowans.?

BACKGROUND

Besides offering the lowest interest rate to finance water infrastructure projects, the SRF offers other benefits to Iowa communities. The Iowa Legislature created The Iowa Finance Authority, the state?s housing finance agency, in 1975 to undertake programs to assist in the attainment of housing for low- and moderate-income Iowans. The SRF assists communities with the costs of upgrading or constructing public wastewater and drinking water infrastructure projects.

Historic rulings on gay marriage

The Supreme Court released two major decisions expanding gay rights across the country Wednesday as hordes of cheering demonstrators greeted the news outside. The justices struck down a federal law barring the recognition of same-sex marriage in a split decision, ruling that the law violates the rights of gays and lesbians, and intrudes into states' rights to define and regulate marriage. The court also dismissed a case involving California's gay marriage ban, ruling that supporters of the ban did not have the legal standing, or right, to appeal a lower court's decision striking down Proposition 8 as discriminatory.

The decision clears the way for gay marriage to again be legal in the nation's most populous state, even though the justices did not address the broader legal argument that gay people have a fundamental right to marriage.

The twin decisions throw the fight over gay marriage back to the states, since the court ruled the federal government must recognize the unions if states sanction them, but did not curtail states' rights to ban gay marriage if they choose.

Justice Anthony Kennedy, the court's conservative-leaning swing vote with a legal history of supporting gay rights, joined his liberal colleagues in the DOMA decision, which will dramatically expand the rights of married gay couples in the country to access more than 1,000 federal benefits and responsibilities of marriage previously denied them.

"The avowed purpose and practical effect of the law here in question are to impose a disadvantage, a separate status, and so a stigma upon all who enter into same-sex marriages made lawful by the unquestioned authority of the States," Kennedy wrote of DOMA. He concluded that states must be allowed by the federal government to confer "dignity" on same-sex couples if they choose to legalize gay marriage. DOMA "undermines" same-sex marriages in visible ways and "tells those couples, and all the world, that their otherwise valid marriages are unworthy of federal recognition."

Eighty-three-year-old New Yorker Edith Windsor brought the DOMA suit after she was made to pay more than $363,000 in estate taxes when her same-sex spouse died. If the federal government had recognized her marriage, Windsor would not have owed the sum. She argued that the government has no rational reason to exclude her marriage (she and her late partner, Thea Spyer, had been married since 2007, and together for more than four decades) from the benefits and obligations other married couples receive.

DOMA was signed into law by President Bill Clinton in 1996, and prevented the government from granting marriage benefits in more than 1,000 federal statutes to same-sex married couples in the 12 states and District of Columbia that allow gay marriage.

With this decision, Kennedy furthers his reputation as a defender of gay rights from the bench. He authored two of the most important Supreme Court decisions involving, and ultimately affirming, gay rights: Lawrence v. Texas (2003) and Romer v. Evans (1996). In Romer, Kennedy struck down Colorado's constitutional amendment banning localities from passing anti-discrimination laws protecting gays and lesbians. In Lawrence, Kennedy invalidated state anti-sodomy laws, ruling that gay people have a right to engage in sexual behavior in their own homes free from the fear of punishment.

Legal experts said the DOMA decision lays the foundation for a future Supreme Court ruling that could find a broader right for same-sex couples to marry.

The decisions mark the first time the highest court has waded into the issue of same-sex marriage. Just 40 years ago, the Supreme Court tersely refused to hear a case brought by a gay couple who wanted to get married in Minnesota, writing that that their claim raised no significant legal issue. At the time, legal opinions often treated homosexuality as criminal, sexually deviant behavior rather than involuntary sexual orientation. Since then, public opinion has changed dramatically on gay people and same-sex marriage, with a majority of Americans only just recently saying they support gay unions. Now, 12 states representing about 18 percent of the U.S. population allow same-sex marriage. With California, the percentage of people living in gay marriage states shoots up to 30.

With the Prop 8 decision, the Supreme Court refused to wade into the constitutional issues surrounding the California gay marriage case, dismissing the Proposition 8 argument on procedural grounds. The legal dodge means a lower court's ruling making same-sex marriage legal in California will most likely stand, opening the door to marriage to gays and lesbians in the country's most populous state without directly ruling on whether gay people have a constitutional right to marriage.

California voters passed Proposition 8 to ban same-sex marriage in 2008, after 18,000 same-sex couples had already tied the knot under a state Supreme Court decision legalizing gay marriage. A same-sex married couple with children, Kris Perry and Sandy Stier, sued the state of California when their six-month-old marriage was invalidated by the ballot initiative. They argued that Proposition 8 discriminated against them and their union based only on their sexual orientation, and that the state had no rational reason for denying them the right to marry. Two lower courts ruled in their favor, and then-California Gov. Arnold Schwarzenegger announced he would no longer defend Proposition 8 in court, leaving a coalition of Prop 8 supporters led by a former state legislator to take up its defense.

Chief Justice John Roberts joined with Antonin Scalia, Ruth Bader Ginsburg, Stephen Breyer and Elena Kagan to rule the defenders of Prop 8 did not have the standing to defend the ban in court. The unlikely coalition of liberals and conservatives argued that the Prop 8 supporters could not prove they were directly injured by the lower court's decision to overturn the ban and allow gay people to marry.

Same-sex marriage will most likely not be immediately legal in California, since the losing side may be given a few weeks to petition the courts.

The Prop 8 case was argued by two high-profile lawyers, Ted Olson and David Boies, who previously faced off against each other in Bush v. Gore. Olson, a conservative and Bush's former solicitor general, and Boies, a liberal, have cast gay marriage as the civil rights issue of our time.

Boies said on the steps of the Supreme Court Wednesday that the court had shown gay marriage does not harm society. "Today the United States Supreme Court said as much," Boies said. "They cannot point to anything that harms them because these two love each other.? Mr. Putin, who was on a visit to Finland, told journalists that Russia will not extradite the fugitive whistleblower to the US. Mr. Snowden is "a free man" who may choose his own final destination," he said, calling any suggestions that Russia may have played a role in Snowden's flight from Asia, "nonsense and rubbish."

But in a hint that US diplomatic pressure over the case may be getting to the Kremlin, Putin added that Snowden should hurry up and finalize his travel plans.?

Foreign Minister Sergei Lavrov earlier insisted that Russia has no connection to Snowden ? whom, he said in carefully chosen words, "has not crossed the Russian border" ? but at the same time sees no reason to cooperate with the US in capturing him.

"We are in no way involved with either Mr. Snowden, his relations with US justice, nor to his movements around the world," Mr. Lavrov said.?"He chose his itinerary on his own. We learnt about it from the media. He has not crossed the Russian border?? We consider the attempts to accuse the Russian side of violating US laws, and practically of involvement in a plot, to be absolutely groundless and unacceptable," he added.

The US has demanded "a series of governments" to assist in apprehending Snowden and turning him over to US justice. Analysts say the US and Russia have been engaged in tense dialogue over the past three days as Washington tries to find a recipe for convincing the Kremlin,?which sees few reasons to cooperate amid generally deteriorating relations with the US, that it would be in its interests to turn the fugitive whistleblower over.?

"We're following all the appropriate legal channels and working with various other countries to make sure that the rule of law is observed," President Barack Obama told journalists yesterday. ?

Ecuador has said it's considering an asylum request from Snowden. But other countries that have been suggested as possible refuges for him include Iceland, Venezuela, and even Russia.?Yesterday Snowden was booked on an Aeroflot flight to Cuba, but he failed to show up, leaving about 30 journalists stranded aboard a 12-hour flight to Havana.

Some analysts say he may have been delayed by Russian special services, who would have an obvious interest in interviewing him and examining the contents of the three laptop computers he reportedly carries with him.

But Wikileaks founder Julian Assange, whose organization appears to be sponsoring Snowden's flight to a safe haven, told reporters yesterday?that Snowden is "healthy and safe." On his movements, Mr. Assange would only say: "In relation to the travel out of Hong Kong, that is a fascinating story that I'm sure will one day be told ? but today is not the day." ? ? ? ??

And in what may be part of a coordinated US effort to bring the Russians around, former NSA and CIA director Michael Hayden granted a lengthy interview to the Kremlin's English-language satellite TV network Russia Today, or RT, in which he responded cheerfully to searching questions?from host Sophie Shevardnadze about US intelligence-gathering intentions and methods.

"I think Hayden's appearance on RT, which is quite an unusual kind of event, was a sign of some kind of outreach to Russia. He was making the case that we all have the same kind of problems, should understand each other, work together," says Andrei Soldatov, an expert on the secret services and editor of the online security journal Agentura.ru.

"That's an interesting development, but I don't think the Kremlin would find it practical to cooperate on Snowden. This formula that 'we have nothing to do with it' is a fairly standard Putin way of saying 'no'," he adds.

From the photos above, it's actually pretty attractive. It has an aluminum body and comes with a stainless-steel wristband. The watchband can be swapped out for any standard 24 millimeter wristband, which leaves your styling options very open. It will also work with a wider range of Android phones than the previous model.

The SmartWatch 2 will ship globally in September of this year. No word on price yet, but last year's model launched at $150, to give you some idea. Here's hoping these improvements add up to make a real difference.

Mandela's condition now 'critical': South African government

JOHANNESBURG (Reuters) - Former South African president Nelson Mandela's condition deteriorated to "critical" on Sunday, the government said, two weeks after the 94-year-old anti-apartheid leader was admitted to hospital with a lung infection.

President Jacob Zuma and the deputy leader of the ruling African National Congress (ANC), Cyril Ramaphosa, visited Mandela in his Pretoria hospital, where doctors said his condition had worsened in the last 24 hours, a statement said.

"The doctors are doing everything possible to get his condition to improve and are ensuring that Madiba is well looked after and is comfortable," it said, referring to Mandela by his clan name.

Mandela, who became South Africa's first black president, in 1994, was rushed to a Pretoria hospital on June 8 with a recurrence of a lung infection, his fourth hospitalisation in six months.

Until Sunday, official communiques had described his condition has "serious but stable" although comments last week from Mandela family members and his presidential successor, Thabo Mbeki, suggested he was on the mend.

The description of his condition as critical is bound to concern South Africa's 53 million people, most of whom revere Mandela as the architect of the peaceful transition to democracy after three centuries of white domination.

However since stepping down in 1999 after one term in office he has played little role in public life. His last public appearance was at the final of the soccer World Cup in Johannesburg's Soccer City stadium in July 2010.

Mandela's history of lung problems dates back to his time at Robben Island prison near Cape Town. He was released in 1990 after 27 years and went on to serve as president from 1994 to 1999.

LOS ANGELES (AP) ? Turns out zombies and Superman are no match for monsters.

Disney's "Monsters University" is the weekend box-office winner, according to studio estimates released Sunday. The animated family film, which reunites stars Billy Crystal and John Goodman and their characters from the 2001 hit "Monsters, Inc.," debuted in first place with $82 million, beating out swarming zombies in "World War Z" and Superman himself in "Man of Steel."

"The diversity of this weekend is part of what makes this business so great," said Dave Hollis, Disney's head of distribution. "It's a really extraordinary weekend for the industry."

Especially for "Monsters University," Pixar's 14th consecutive film to open in first place. Such expectations of excellence put a "healthy pressure" on filmmakers, Hollis said: "To deliver that kind of quality consistently is a differentiator in the marketplace."

Still, the film exceeded studio expectations with its domestic totals, he said.

Paramount's Brad Pitt zombie romp overcame critical advance publicity to open in second place with $66 million. Media reports months ahead of the film's opening chronicled its problems, including a revamped ending that delayed its release.

"What 'World War Z' proves is that all the negative backstory that can be thrown at a movie doesn't matter if the movie's good," said Paul Dergarabedian of box-office tracker Hollywood.com. "I don't think the audience cares one lick if they had to reshoot the ending if they like the ending and like the movie."

The success of the film means it could be a franchise in the making.

"It's the biggest live-action original opening since 'Avatar,'" said Don Harris, Paramount's president of domestic distribution. "(It's) Brad Pitt's biggest opening ever, and in terms of Paramount's recent history, it ranks behind 'Iron Man' and 'Transformers' as the third largest potential franchise opening in the history of the company."

Warner Bros. "Man of Steel" was third at the box office, adding another $41.2 million to its coffers and bringing its domestic ticket sales over $210 million in just the second week of release.

The Sony comedy "This Is the End," which stars Seth Rogen, James Franco and Jonah Hill as versions of themselves trapped in a mansion during the apocalypse, finished in fourth place.

Summit Entertainment's magic-heist thriller "Now You See Me" held onto fifth place in its fourth week in theaters.

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released on Monday.
